County Exec Referendum Debate at Oct 16, 2024 Dem Club Meeting
Wicomico’s first county executive, Rick Pollitt, and Joe Venosa, associate professor of history at Salisbury University, discuss their views on the upcoming Wicomico County referendum on the current county executive form of government.
The Wicomico Democratic Club’s monthly general membership meeting is on Wednesday, October 16, at 6:30 p.m. at Salisbury Art Space. A half-hour social time precedes the meeting. The public is invited and refreshments are available.
Pollitt favors retaining the current form of government--and is thus against the referendum—while Venosa supports a return to the county-manager form of government that governed the county prior to 2006. Each gets 10 minutes to present his case followed by questions from the audience.
The meeting also features Salisbury City Council and Wicomico County Council updates.

Wicomico Democratic Club’s 2023 President’s Award
enrietta and JC Parker, integral to the successful election of prominent Eastern Shore politicians, are the recipients of the Wicomico Democratic Club’s 2023 President’s Award.
The annual recognition is given to a Wicomico Democrat who has made outstanding lifetime contributions to the community, individuals who have worked tirelessly behind the scenes in support of local Democratic candidates and causes. “This year’s award recipients are a dynamic duo when it comes to answering the clarion call from the Democratic Party,” said club president, Gains Hawkins, “representing Democratic values in leadership positions as well as advancing the aspirations of fellow Democrats seeking elected office. ‘No’ wasn’t in their vocabulary when a request came from their party, and effort never fell below 100 percent.”
Both are long-time members of the Wicomico Democratic Club and both served on the Wicomico Democratic Central Committee, each serving as chairperson. Henrietta Parker was elected a delegate to the Democratic National Convention in 1996.
Their most visible political contributions have been in support of Democrats in high profile elected office campaigns. They were active in the successful campaigns of District 1 Congressman Roy Dyson in 1982, ’84 and ’86. But likely they are most identified for their efforts on behalf of Del. Norman Conway, the chairman of the Maryland House of Delegates Appropriations Committee, from 1986-2014. They were active in all phases of Del. Conway’s campaigns.
“They were always willing to do anything I asked,” said Del. Conway recently. “There are both doers. I can’t remember either saying no to do whatever needed to be done—planning and organization of events, whether it was Tawes Clam Bake, the club crab feast or my Pittsville Sunday Post Holiday Buffet fundraiser. After selling and distributing tickets, they set up, served and cleaned up.
“They spent countless hours canvassing and making phone calls. They never brought attention to themselves, but it they had run for office they would have been shoe-ins. I can’t think of any candidate they supported who wasn’t successful.”
Both were active in the school system. Henrietta Parker mentored elementary through high school youth; she also secured funding for the mentoring program. J.C. Parker provided leadership and direction to hundreds of colleagues as the president of the Wicomico County Education Association. His work negotiating strong contact language and salary scales laid a foundation for the Wicomico Board of Education to recruit and retain top educators.
Previous President’s Award recipients are Mike Pretl, Dr. Harry Basehart, Lee Whaley and Connie Strott.
