Salisbury City Council Meeting February 27, 2023
I. Invocation - Pastor Greg Carlson
II. Proclamations and Certificates - Mayor John Heath
Endometriosis Awareness Month - Has been recognized worldwide since 1993. Mayor Heath proclaimed March 11 as Endometriosis Awareness Day for Salisbury and encouraged citizens to wear yellow on that date. Shannon Hannawald from EndoWarriors shared how she had suffered over the years with endometriosis and spoke of how prevalent it is and the suffering it causes.
Grace Murdock was recognized for the years she has spent spreading kindness in countless ways. She was awarded a Secretary of Kindness certificate, and the Mayor declared Feb. 27 as Grace Murdock Day.
Heather Brooks has been named Salisbury’s new Secretary of Kindness.
Dominique Sessa, a physically challenged young woman herself, was presented the Salisbury Human Rights Award for being such a strong and determined advocate for physically challenged individuals.
Muir Boda, President of City Council, announced that Julia Glanz, current City Administrator, will be leaving this position to become Jake Day’s special assistant in Gov. Wes Moore’s administration.
Consent Agenda - City Clerk Kimberly Nichols
The City Council approved all eight Resolutions regarding appointments and one Resolution related to a manufacturing exemption.
Resolutions - Julia Glanz
The four Resolutions were approved by the Council.
Ordinances - City Attorney Laura Hay
The four Ordinances were approved by Council.
Public Comments
Student from Parker RD area expressed concern regarding potential increased traffic from new development planned between Parker RD and Beaglin Park DR.
City official shared that traffic studies had concluded current infrastructure is sufficient.
The young man then expressed discouragement regarding roadside litter, asked what the City could do, and how he could help.
He was encouraged to contact Council members directly.
He was robustly thanked for his attendance and for bringing these issues to their attention.
Administration and Council Comments
Mayor Heath announced that there is a great need for blood donations and encouraged all to think seriously about giving.
Mayor Heath also announced that he plans to have monthly meetings at a specified location from 8:00 - 10:00AM one Wed. of each month to answer questions, discuss concerns or simply have a cup of Joe together. Wed., March 1 , at Bagel Bakery, is the first of these leisurely gatherings.
